Been dating 4 years now but do not live together. BF wont spend time with me and my son when his kids are not around. He's afraid it will make his kids feel bad if he's around my son and not them. They Are 11, I 3 and 15. What do I do

Stop being available to him.   If you spend time with his kids when your son is with his father, stop. 

Based on his actions one would assume that he's fine with dating you but has not interest in building a life together.  That's perfectly fine as long as he is open and honest about his intentions.

OK, I'm confused. Do you live there or not? If so, how can he not spend time with you? If not, how are his kids getting your stuff?

What do you do?  I guess it depends on your life goals, but I would cut my losses and end this relationship. Life is too short to deal with this.
