Not sure how to do this...
When SD14 was 4, her mom moved them in with a man who abused her.
The story is that SD14 spilled some dog food on the floor, and this man either made her kneel on a hot register vent or held her up against a hot stove. SD was wearing jeans but got third degree burns on her knees.
(Original story is hot register vent. Later, aunt figured out that the burn pattern on the knees matched the pattern on the top of the stove door.)
BM didn't seek help for SD. It wasn't until her family members threatened to report it to Children's Services that BM took her to a family doctor who didn't report it to CS.
A year later, both SDs wound up in Foster Care. Of course their Case Worker was notified about SD's knees. Still, nothing ever came of it.
SD14 now wants to seek justice for herself, and she wants me to help her. She wants to file charges against BM for neglect, and she wants to file abuse charges against this man. However, she only knows what she's been told. She doesn't really remember.
I don't even know where to start. Does anyone have any advice?

Tog, she actually starts therapy next week. It was supposed to be tomorrow, but with all the excitement of the last week, I forgot to schedule transportation for us.
Something happened to SD... she still has scars on her knees.
I would pursue legal action
I would pursue legal action and therapy simultaneously. The first thing to do on the legal front is to call your local DA and see how to proceed with criminal action against BM and her XBF.
Something to consider also is having your SD speak to groups about her experiences. This is often an effective way to empower the victim and move things in a positive direction for SD.

Rags, contacting the DA is what i was looking for. I didn't have any idea who to even contact.
I'll talk to SD about speaking to groups. I think it's something SD would enjoy (she likes to be the center of attention).

Thank you, HRNYC. SD is aggravated that no one has let her take any steps towards a legal resolution to all of this. Poor kid.
Hubby went to work, one day
Hubby went to work, one day (second shift, overtime) and came home to an empty house. BM hid the kids from him, and managed to get a restraining order on him to keep him away from her and the kids. I don't know the whole story, because I wasn't around at the time.
When i came on the scene, Hubby still wasn't getting any kind of visitation. Shortly after, Hubby started supervised visitation, but both SDs always wore pants. By the time he got unsupervised visitation, her knees had healed over. They were covered in scar tissue.
