How do you deal with a child that is manipulative? I don't really think her father sees it, but when I'm around I notice it a lot more. How do I tell her father that she is manipulative?? Or do I even bring it up??

Just ignore her and don't get involved with her and anything that happens to her. Disengage and let her manipulate air.

They don't see it. Sometimes if they do it's usually too late to fix as the misbehavior has already set in from years and years of getting away with manipulations. The best you can do is stay out of the way and dont get caught up in her games. You can speak to him about some of the things you notice but if you correct her YOU will be the bad guy and if you are constantly pointing out every little thing she does then YOU will become the bad guy so pick your battles.
