Up to no good!
BM moved 8+ hours away on Wednesday and never told my FH. She told the kids but not him. Then she told her daughter on the phone that she hadn't moved yet and either her or her "girlfriend" were going to pick the kids up on Friday (her normal scheduled day). She told her son that she had already moved. So as of right now, no one knows what she's doing...we're pretty positive she has moved.
FH does not want to call BM because she is literally mentally unstable and will rant and rave and it will upset her even more. Our therapist agrees that she has a mental disorder. She is purposely not telling him anything to FORCE him to call her so she can go beserk on the phone. This is so ridiculous that even after this wackjob has left, she is STILL managing to cause problems. Now FH has to worry about some woman who he's never met picking up his children and taking them to her home for the weekend or wherever.

The kids attend an after-school program and FH works 1 hour away...so this person could pick up the kids at any time. BM lived with this person for the past year and the kids went to this person's house on the weekends since their mom lived there, but FH has never met her. This person also kicked BM out of her house, then let her back in, and apparently their relationship is volatile according to what the therapist got from the kids and at one point, BM said she didn't trust her with the kids.
The thing is, we are absolutely positive that BM is 8+ hours away, so why this person would need to pick up the kids is beyond me...Maybe BM thinks that if she gets this woman to keep the kids on the weekends then it counts towards her paying lower child support? IDK.
Either way, we've worked it out where the kids won't be attending the program tonight. But it's ridiculous that they can't because we're afraid someone that has no business taking them might. We can't be doing this every Friday.

His parents can pick up the kids, but it basically means they can't attend an after-school program that he pays for if these psychos decide to start playing this game. The kids don't have school today but next Friday they do and who is to say that this friend won't pick them up straight from school? He is the only person supporting his children, so him leaving his job early every Friday is not something he can do without jeopardizing his employment.
I guess the only to do is look into a RO like you said. Getting it changed in the CO won't do a bit of good as far as BM is concerned.
